VCN -This is a new notice sent by the General Department of Energy (Ministry of Industry and Trade) to the General Department of Vietnam Customs, after the General Department of Vietnam Customs proposed to change the time of energy efficiency examination from Customs clearance stage to post clearance stage in accordance with the Government’s Resolution 19-2016/NQ-CP.

Specifically, enterprises import goods on the list of products subject to the minimum energy efficiency examination shall submit specialized verification and examination documents on energy efficiency after Customs clearance. After goods clearance, the enterprise shall submit all documents relating to energy efficiency in a timely fashion to Customs.
Regarding regulation on energy labelling and the minimum energy efficiency examination of electric appliances, the Ministry of Finance submitted a report to the Prime Minister on the proposal for revising Decision 04/2017/QD-TTg and Decision 78/2013/QD-TTg towards revising regulations on the minimum energy efficiency examination implemented after Customs clearance (before circulating in the market).
Many devices must be installed and tested for examination, leading to prolonged clearance time. For further examination at the clearance stage under regulation, the list of goods enclosed with HS codes should be announced for Customs offices and enterprises.

The Ministry of Finance also proposed that specialized management ministries need to appoint more examination agencies, at least one region (North, Central and South) has one examination agency. Currently, few agencies are appointed for energy efficiency examination. For example, only the Quatest 1 is appointed for engine products.
