The Government assigned the Ministry of Finance to collaborate with the Ministry of Foreign Affairs to implement the diplomatic procedures as per the provisions.
The Ministry of Finance chairs and cooperates with the relevant ministries to carry out the plan for deploying the List of AHTN 2017.
According to the ASEAN regulations, the List AHTN 2017 will be passed by the Director General of the General Department of Customs of all ASEAN countries, the process then will be reported to the AFTA Council.
After the AFTA Council acknowledges the approval of the Director Generals of the General Departments of Customs in all ASEAN countries, those countries will continue procedures for approval/ratification domestically and send a notification to the ASEAN Secretariat. When all 10 countries have announced that the list of AHTN 2017 will take effect and the countries will then organize implementation.
Besides, ASEAN suggested countries to implement the HS 2017 by January 1, 2017. However, they can be flexible on the implementation time on the basis of the actual situation of each country.
Until now, the list of AHTN 2017 has undergone 9 negotiations for 2 years since 2013 to 2015. During the negotiation, the Ministry of Finance obtained comments from ministries, agencies, associations and the Vietnam Chamber of Commerce and Industry as well as directly worked with the ministries and agencies on each commodity group in accordance with the progress of each session.

The List of AHTN 2017 is built by Vietnam and ASEAN countries with the target of unifying the Lists of Tariff Nomenclature of the ASEAN countries, synchronize the notes, codes and description of commodities to promote free trade and economic integration in the region and contribute to the establishment of the ASEAN Free Trade Agreement (AFTA) and ASEAN Economic Community.
