The Haiphong Customs Department focus on supporting 6 key business groups

Sorting to support "right people on the job"

At present, the Haiphong Customs Department handles procedures for about 20,000 enterprises and over 1 million export goods declarations. In order to meet the needs of the business community in the context of increased workload, the payroll has been reduced (from 885 officials in 2013 to 868 in 2017). One of the solutions particularly paid attention to was the reform and modernization of customs procedure, including the development of the Customs-business partnership.

Notably, in the development of Customs-business partnerships, one of the specific contents just been launched by the Haiphong Customs Department is grouping types of enterprises to provide effective support. Accordingly, based on the current law, the actual situation of import-export activities, Haiphong Customs Department identified a number of key enterprises needing attention in the partnership activities included: enterprises with regular and continuous import and export activities; Enterprises having large export turnover and making important contributions to the state budget (based on the amount of tax paid by enterprises in each locality); FDI enterprises; Small and micro enterprises (classified according to Decree 39/2018/ ND-CP dated March 11, 2018 of the Government); Low compliance and non-compliant enterprises; Export-import services enterprises.

Inviting businesses for consultancy

Grouping of enterprises aims to help the customs office to provide concrete support contents that is suitable to the operation situation in order to improve the efficiency of cooperation between the two parties and at the same time to express information carefully from Haiphong Customs Department with each type of enterprise.

Accordingly, with regular import-export businesses, Haiphong Customs Department asked the sub-departments to select the list of enterprises to actively invite businesses to participate in activities, to contribute comments on the development of legal documents, and improving the efficiency of handling customs procedures; implementing new piloting procedures at customs offices so that enterprises can prepare and contribute their comments to customs offices.

With this object, Haiphong Customs Department also wants to become a collaborator of Customs, involving in the sharing of experience of procedures with the business community in the area.

For enterprises with a large import-export turnover and making important contributions to the budget, the sub-departments select the list and timely update the policies that have an impact on the performance of tax obligations (via e-mail) for businesses to know and learn. At the same time, implementing priority processes to solve problems quickly for businesses.

Besides, depending on the actual conditions, the head of the branch arranged to work and meet directly with enterprises at the headquarters of customs agency or enterprises to capture the actual situation of production and business, exchange business management plans, internal management procedures of enterprises and timely solve arising problems.

Guiding and advising enterprises to quickly calculate tax for correct payment; mobilize enterprises in coordination with customs agencies to forecast changes in tax amounts paid to the state budget; inviting businesses to contribute ideas to develop policies, participating in assessing the impact of regulations related to production and business of enterprises; exchanging and requesting enterprises to cooperate to provide information on prices, codes, origins, composition of import-export goods and modes of payment in order to create conditions for customs offices to calculate tax.

The third group are the foreign investors, leaders of the Haiphong Customs Department directed the Haiphong Customs Sub-Department of Export Processing Zone and Industrial Zone, sub-department of Customs management of investment - processing, to select a list of typical enterprises with import and export activities. At the head office, leaders of the department will participate in meetings with leaders of FDI enterprises to create a friendly and close relationship between customs offices and enterprises. Ensuring publicity, transparency and integrity in solving problems related to complaints from FDI enterprises; Sharing, learning and exchanging management mode of FDI enterprises according to international standards.

With small and micro enterprises, Haiphong Customs Department requires sub-departments to select a list of enterprises in the unit and depending on the actual conditions of implementation, to support according to the specific situation. Particularly, encouraging enterprises to do their business activities through customs clearance agents; coordinating with the advisory units of department to organize the propaganda of legal policy, training for enterprises on customs knowledge.

The fifth group is low compliance and non-compliance enterprises, the important issue is increasing support and updating the legal knowledge, helping businesses adjust or modify wrong activities. Accordingly, Haiphong Customs Department directed the departments, in collaboration with Risk Management unit to make a list of low compliance and non-compliance companies carrying out customs procedures at the unit and actively edit the articles to write instructions on the implementation of necessary regulations, procedures which are often mistaken, violated by the enterprise, and send directly to the enterprise on the list at the place of customs procedures; Cooperate with the advisory units to edit and publish articles about common errors of the company on the Department's website (https://hpcustoms.gov.vn).

On the other hand, the head of the risk management unit assigns a commitment to comply with the law for companies of this group when they are ready to cooperate with the customs; Coordinating with the Department's Office to publish articles to guide enterprises to overcome, improve the status of compliance.

Besides the direct import-export business, Haiphong Customs Department also provides solutions for cooperation with enterprises operating in the field of import-export services (port business, logistics, warehouses, yards, procedures) . Accordingly, the sub-departments shall coordinate in the management of inspection, supervision and control of import and export goods and means of entry and exit within the geographical areas of customs operation; exchanging information, connecting technological infrastructure, and business processing for goods and means.

As can be seen, the grouping into the business objects that Customs Department of Haiphong has done can cover all businesses with direct import and export activities and service enterprises. By that, grouping of similar objects are identified for effective support and cooperation, especially the assignment of specific responsibilities for each unit belonging to the Department, especially the responsibility of the sub-departments which directly deal with formalities for the business community.
