On the side of the Ministry of Finance, there were Mr. Dinh Tien Dung, Member of the Party Central Committee, Secretary of the Party Committee of the Party Committee, Minister of Finance, and the leaders of the Ministry, and nearly 600 delegates representing political organizations and leaders of units under the Ministry of Finance, leaders of key units of the Ministry of Finance and Ha Noi City.
At the remaining 62 points, representatives of the People's Committee leaders of provinces and cities participated; leaders of key units of the province.

Reported at the conference, Minister of Finance Dinh Tien Dung said: The financial and budgetary task of 2018 was implemented in the context of positive economic changes, but also faced many difficulties and challenges, both from the international and domestic environment.
Implementing resolutions of the Party and the National Assembly, under the close and timely direction of the Government and the Prime Minister; with the considerable efforts and persistent determination of the whole political system from the central to local levels, the business community and the people of the whole country, the Finance sector has successfully completed the financial and budgetary tasks in 2018, contributing to the successful and comprehensive implementation of socio-economic development objectives.
In particular, the organization of operating state budget revenues and expenditures is proactive, ensuring strict, disciplined, harmonious combination with monetary policy and other economic policies to achieve common goals, contributing significantly to restructuring the state budget, and managing public debt to ensure a safe and sustainable national finance under the Politburo Resolution No. 07-NQ/TW and Resolution No. 25/2016/QH14 of Congress:
As of the end of December 31, 2018, the state budget revenue balance was estimated at 1,422.7 trillion VND, 7.8% higher than the estimate; 64.3 trillion VND higher than the National Assembly's report.
Thanks to good budget collection, budget spending tasks are also ensured according to estimates, meeting the requirements of economic and political tasks of budget-using units for having more resources to quickly handle important and urgent tasks arising from investment in socio-economic infrastructure, overcoming consequences of natural disasters, ensuring social security, national defense and security.
State budget deficit in 2018 is estimated at 3.6% of realized GDP (estimated 3.7% of GDP); Public debt is below 61% of GDP.
In the task of perfecting the institution, in 2018, the Ministry of Finance submitted to the National Assembly a comment on a bill to the National Assembly Standing Committee to issue 2 resolutions for submitting to the Government and the Prime Minister 48 projects, issued under the authority of 130 circulars.
Although the volume of assigned documents presided over is quite large, but with high determination, the Ministry of Finance has completed the assigned tasks (out of 163 Government decrees issued in 2018, Ministry of Finance has submitted 31 Decrees, accounting for nearly 20%), basically meeting the requirements set out in both schedule and quality. At the same time, innovating and strengthening propaganda and dissemination of new documents, policies and regimes; strengthening dialogue and legal support for businesses, especially in the field of tax and customs.
Completed 85/85 administrative reform tasks
Regarding promoting administrative reform, cutting business conditions, the Minister of Finance said: The unit has completed 85/85 administrative reform tasks according to the plan of 2018. At the same time, focusing on deploying an action plan to implement Resolution 19-2018/NQ-CP of the Government on continuing to perform the main tasks and solutions to improve the business environment, improve national competitiveness in 2018 and for next year, with 66 solutions, tasks associated with 188 output products; abolished 18 administrative procedures out of a total of 166 procedures to be abolished (accounting for 10.8%) and simplified 111 procedures out of 139 procedures that needed to be simplified (accounting for 79.9%); reduced and simplified 117/190 business conditions under the scope of management (reaching 61.6%).
In 2018, the Ministry of Finance focused on directing further expansion of information technology application and modernization in the financial sector, improved the quality of e-tax declaration and electronic tax payment, expanded electronic tax refund mechanism, and strengthened the connection of electronic tax payment information between tax authorities, customs, treasury and commercial banks, facilitating, reducing time and cost of administrative transactions for enterprises.

Customs authorities have provided online public services to at least reach level 3 for 173/183 administrative procedures. There are 12/14 ministries and branches participating in connection with 145/284 administrative procedures implemented through the National Single Window mechanism, ASEAN Single Window mechanism. The number of imported and exported goods subject to specialized inspection decreased by 6% (from 82,760 to 77,736 items) compared to the second quarter of 2015 (the target of 50% reduction).
Regarding the rearrangement of organizational structure and staffing in 2018, the Ministry of Finance has cut the civil servant target by 4.7% compared to the target assigned in 2015. Besides, positive development Declaring Resolutions No. 18 and 19 of the 6th Central Conference (Term XII), in 2018, the Ministry of Finance cut 536 clues, of which 5 divisional units and equivalent are in departments under the Ministry office; 3 levels of departments under the Ministry's non-business units; 25 department-level units of the General Department; 67 units of branches and equivalent; 436 team-level units (teams) in the locality.
