Attending the conference were Director General of Customs Nguyen Van Can, Chief of the Standing Office of the National Steering Committee 389, Dam Thanh The, and representatives of sectors and units such as General Taxation Department, Border Guard Command, Marine Police Command, General Department of Market Surveillance.
10% increase in number of cases
The Chief of Standing Office of the National Steering Committee 389 Dam Thanh The reported that the first quarter coincided with the Lunar New Year, so smuggling, trade frauds and counterfeit goods and illegal cross-border transportation of goods increased. There were many reports of poor-quality consumer goods, food, beverages and cosmetics.
On the land border route in the provinces of Lang Son, Lao Cai, Quang Ninh, Hai Phong, Bac Ninh and Hanoi, smuggling of consumer goods, including clothes, fabrics, shoes, candies, cigarettes, firecrackers and animal products from China to Vietnam was found.
On the Central-Highlands border route, smuggling of consumer goods, firecrackers, foreign cigarettes, foreign alcohol, forest products and wild animals was also uncovered.
In addition, in the border provinces of Central and Western South such as Quang Tri, Tay Ninh, Long An, Dong Thap and An Giang, smuggling, illegal transportation of foreign alcohol, cigarettes and sugar still took place.
On the air route and the international post office, the sudden increase in the number of passengers and means of transport led to an increase in the number of violations, focusing on banned goods, light and valuable goods such as foreign currency, cosmetics, western medicine, supplementary foods, high fashion, mobile phones, foreign wine and cigarettes.
On the sea route, smuggling and illegal transportation of goods such as petroleum, coal, firecrackers and cigarettes occurred in the Northeast, Central and Southern waters.
In the domestic market, illegal trading, consumption and transportation of prohibited goods and fake goods, poor quality goods, infringement of intellectual property, violations of listing selling price and sale of expired goods and goods with unclear origin still occurred in many localities, especially during holidays and Tet.
In the first quarter, the provincial and municipal Steering Committees 389 actively coordinated closely with ministries, sectors and central agencies to take many solutions to manage the market, ensure social security policies, as well as direct their competent forces to manage the localities, strengthen propaganda, enhance inspection, control and combat against smuggling, trade frauds and counterfeit goods.
Localities established missions to inspect, urge and supervise the implementation of combat against smuggling, trade fraud and counterfeit goods periodically for key routes and key commodities to detect and handle many large violations.
As a result, in the first quarter, the nationwide competent forces discovered and arrested and handled 33,549 violations, up 10%; collected VND 2,470.6 billion, up 16%; prosecuted 820 cases, up 67%; 982 offenders, up nearly 70% over the same period in 2018.
Frankly see the situation
Addressing the conference, Minister Dung appreciated the results of combat against smuggling, trade fraud and counterfeit goods in the first quarter, which positively contributed to improving the business investment environment, developing economy, security, social order and safety, protecting the legitimate rights and interests of people and businesses.

However, Dung said that the above results were not compatible with the actual situation. The forces only focused on the combat, while prevention was not effective, the coordination changed but was not synchronous and the results were still limited.
In the future, Dung requested ministries, sector, localities and agencies to focus on the following issues:
First, frankly seeing shortcomings and limitations, find out the reasons to propose solutions.
Second, strictly following the guidelines of the Government, the National Steering Committee 389, especially 2019’s work plan. The Central Government does not replace the local Government; competent forces perform according to their functions and tasks but need mutual coordination. The local communities mobilize forces to prevent and fight smuggling, trade frauds and counterfeit goods, and are responsible for violations in their localities.
Third, the forces focused on analysing the situation and emerging issues to propose practical, strong and methodical solutions, thereby raising awareness, investigation and exact determination
Fourth, speeding up the inspection of public duty performance; mobilizing and rotating officers as well as supplementing procedures and regulations in accordance with management requirements, synchronizing procedures and technology.

Fifth, promoting in-depth propaganda, developing plans innovating propaganda methods and contents.
Sixth, reviewing and assessing mechanisms, policies, making long-term research associated with economic strategies.
Minister of Finance Dinh Tien Dung required the Standing Office of the National Steering Committee 389 to advise and submit to the Head of the National Steering Committee 389 on the issuance of a Scheme against smuggling and trade frauds in the e-commerce environment; a Plan against smuggling, illegal transportation of goods across Cambodia-Vietnam border areas, temporary import for re-export of petroleum and coal on the sea, as well as coordinate with Customs forces to control scrap, waste. At the same time, enhancing knowledge of the situation and inspection; sharing information; working with units and localities to urge, inspect and guide.
The Minister noted that the Standing Office does not perform the functions of ministries, sectors and localities, but only focuses on consultancy.
