VCN – At the preliminary conference of work in the first six months by the Customs sector, Mr. Luu Manh Tuong, Director of the Import – Export Duty Department, said that, thanks to applying a series of loss prevention mearsures, the Customs sector collected 1,854 billion VND from the professional operations of customs authorities in the first six months of 2019.

According to the analysis, the total revenue collected from the import – export activities in the first six months of 2019 reached 175,522 billion VND, equivalent to 58.4% current appropriation, equaling 55.6% of the target, increasing by 19.4%, equivalent to an increase of 28,602 billion VND, over the same period in 2018.
The revenue collection in the first six months of 2019 increased significantly over the same period last year but mainly came from key commodity group such as crude oil and automobiles.
In particular, the amount of imported automobiles of all kinds reached 75,310 units, the value reached US$1.63 billion, increasing by 515.8% in quantity and increasing by 417.3% in value over the same period last year. The amount of tax collected from this items reached 21,515 billion VND, an increase of 17,415 billion VND, equivalent to an increase of 424.77% over the same period last year.
The imported crude oil reached 4.38 million tonnes, the value reached US$2.07 billion, increasing by 272.4% in quantity and increasing by 248.6% in value over the same period last year. The amount of tax collected from this item reach 4,955 billion VND, increasing by 3,621 billion VND, equivalent to an increase of 271.5% over the same period last year.
The total revenue collected from these two items reached 26,470 billion VND, increasing by 21,036 billion VND (equivalent to an increase of 387%) over the same period last year.
The revenue collected from other commodities reached 149,052 billion VND, increasing by 7,537 billion VND (equivalent to an increase of 5.32%) over the same period last year (141,516 billion VND).
In order to achieve the above result, according to Mr. Tuong, the whole customs sector has set the target of striving to complete the current appropriation of revenue collection in 2019 at the highest level.
The Director General of Vietnam Customs issued Directive No. 723/CT-TCHQ dated January 1, 2019 about deploying tasks of revenue collection in 2019; correcting the work of revenue management especially focusing to the physical inspection of price declarations, HS codes, origin of goods and at the same time facilitating import and export activities and business activities of enterprises.
Along with that, there are series of loss prevention measures, the results of loss prevention collection through the professional operation of the Customs in the first six months of 2019 reached 1,854 billion VND.
Analyzing the loss prevention measures, Mr. Tuong said, about tax recovery and handling of tax debts, to contribute to the completion of revenue collection targets in 2019 and reducing debts and intentionally delay to paid tax, the General Department of Vietnam Customs issues Decision No. 812/QD-TCHQ dated March 27, 2019 on assigning task of debt recovery to provincial customs departments. So far, the whole customs sector has recovered and processed 520.36 billion VND of tax debts.
In the work of customs valuation, according to the Director of Import and Export Duty Department, besides the issuance of a number of documents on strengthening customs valuation inspection, the Import and Export Duty Department also promogulated No. 1572/QD-TCHQ dated 31/5/2019 on a list of risky import and export goods attached to the reference price as a basis for comparison and checking declared value, identification of initial suspection in order to conduct consultations in the course of carrying out customs procedures or post-clearance audit in accordance with regulations. It aimed to promptly handle and assess taxes for the cases of declaring values incorrectly; focusing on directing on the GTT02 system for import and export goods that have risks in value. As a result, 169.87 billion VND has been collected from the work of customs valuation.
Besides that, there is an effectiveness of the work post-clearance audit. The whole sector has conducted 1,714 cases of post-clearance audit, of that 714 cases were conducted on-site and 1,000 cases were at customs offices. The total amount of fixed money and sanctioned for administrative violations was 838 billion VND, actually collected the amount of 927.86 billion VND into the state budget.
Regarding to the work of inspection and examination, in the first 6 months of 2019, the whole sector conducted 153 cases of inspections for sanctioning with the amount of 148.82 billion VND. Of that, the amount of tax arrears was 130.59 billion VND, sanctioned administrative violations of 18.23 billion VND, urged to collect revenue and paid into the State budget with the amount of 78.68 billion VND.
Regarding the work of anti-smuggling, the whole Customs sector has chaired and coordinated to discover a total of 8,933 cases of customs violations, collecting 157.28 billion VND for the state budget, of that, Customs authorities issued 20 decisions of prosecution and transfering to other agencies to petition 51 cases.
