Of that, 12 procedures are on the national single window portal and one domestic procedure on the defence force’s electronic portal.
The Ministry of Defence has implemented administrative procedures under national single window mechanism through ensuring target, content, progress and meet the requirement of the Government. It has contributed to administrative reform and facilitated authorities, organisations and individuals in commercial activities.
In terms of the ASEAN Single Window, the Ministry of Defence has not participated in the implementation. However, the system of Ministry of Defence will connect to the ASEAN Single Window when it is the policy of the Government.
Recently, the Ministry of Defence advised the Prime Minister to issue Decision No. 15/2019/QD-TTg dated March 28, 2019 on the implementation of electronic border clearance procedures at border gates managed by the Ministry of Defence. This is the legal basis for the Ministry of Defence to implement new administrative procedures through the National Single Window.
The connection of portal of border procedures with the national single window portal to receive and process information of people and businesses basically meets requirements. However, at some point of time, the declaration and processing of information on the National Single Window, then transfering the declaration information to the specialised procedure portal was still slow.
Although the list of administrative procedures of the Ministry of Defence that implemented through the National Single Window in 2019 is 13, according to Decision No. 15/2019/QD-TTg, the number of procedures was adjusted to 10, so it is necessary to correct the list of the Decision 1254/QD-TTg.
In the future, the Ministry of Defence will continue to implement administrative procedures on the National Single Window, ASEAN Single Window; coordinating with the General Department of Vietnam Customs to review and report to the Prime Minister to adjust the list of administrative procedures.
At the same time, coordinating with the competent agencies of the Ministry of Finance and the Ministry of Transport to unify the professional operation process, the set of information indicators to connect to the electronic border procedures of land border gate complied with the National single window mechanism.
