By the end of October 2019, total State budget revenue managed by the tax authority reached more than 1,000,000 billion Dong, as 89.3 percent of the estimate, up 13.2 percent compared to the same period in 2018. Thus, to ensure exceeding 5 percent of the draft ordinance under Resolution No. 01 / NQ-CP and Directive No. 01 / CT-BTC of the Ministry of Finance, the task of collecting State budget in the last two months of 2019, the tax authority still has to collect a minimum of about 204,500 billion dong, of which domestic revenue is about 202,300 billion dong. Thus, the tax system must collect daily at least 3,400 billion VND to complete the State budget revenue target in 2019.
Facing this situation, the leaders of the General Department of Taxation have requested 15 main tax departments strengthen human resources to speed up the inspection, examination and promptly submit collected amounts to the State budget; direct the collection of outstanding tax debts according to assigned tasks. These are the Tax Departments: Ho Chi Minh City, Hanoi, Hai Phong, Da Nang, Dong Nai, Binh Duong, Vinh Phuc, Hung Yen, Quang Nam, Quang Ngai, Khanh Hoa, Ba Ria - Vung Tau, Thai Binh , Quang Ninh and Binh Dinh.
The General Department of Taxation also asked these tax departments to take drastic measures to combat loss of State budget revenue and reduce outstanding debts.
At the same time, the departments must accelerate the inspection, examination and urge the amount of arrears through inspection and inspection filed into the State budget; directing the review and urging collection of outstanding tax debts, contributing to the accomplishment of the overall task of the whole branch, which is at least 5 percent higher than the draft estimate and completing the central budget collection task.
Remarkably, with the above 15 tax departments, the General Department of Taxation's leaders require monthly to monitor the implementation progress of each civil servant to urge, remind and adjust the tax debt collection plan in time and not arise new debt tax, contributing to increasing revenues for the State budget. The Directors of the Tax Departments must attach tax debt collection responsibility to each unit according to the head and responsibilities of each tax official. Debt collection results will be the basis for the General Department of Taxation to evaluate the performance of each tax unit and each tax officer.

In addition, tax departments should also step up inspection and control for individual households using book invoices, accelerate inspection and thematic inspection, combined with inspection invoice, prevent and repel illegal buying, selling and using invoices. Direct the district tax offices to coordinate closely with the People's Committees of communes, wards and townships and authorised collection units in providing a list of tax debts to urge business households and individuals to submit to the State budget.
