The above-mentioned bad debts mainly arose before the effective date of the Law on Tax Administration (1 July 2007). In particular, there were many debts of dissolved enterprises, no longer operating at the registered business address.
The remaining amount of VND 912 billion was subject to recoverable tax liabilities. Of which 90-day overdue debts reached VND 854 billion; Overdue debts of less than 90 days reached VND 35 billion and debts of late tax payment reached VND 32 billion.
In order to achieve high results in recovering outstanding debts, the leader of the Ho Chi Minh City Customs Department recently instructed the heads of each Customs Branch to elaborate detailed and specific plans, direct the relevant units to achieve two main objectives, including:
Striving not to generate bad debts in 2018 without good reasons. When new tax arrears arise, the Customs Branch must urgently coordinate and actively collect tax debts immediately and apply measures to request enterprises to pay taxes;
Assigning the tax debt management units to be responsible for re-arranging and re-organizing the whole dossier to report to the General Department of Vietnam Customs within a prescribed time limit to take initiative in compiling dossiers of eligibility for tax debt relief.

Till 15 April 2018, the Ho Chi Minh City Customs Department collected more than VND 27,012 billion for State budget, reaching 25.02% of the target (VND 108,000 billion) and processed and recovered tax debts of VND 136.117 billion.
