According to the General Department of Vietnam Customs, the result of certifying for the imported feeds quality which is issued by the Ministry of Agriculture and Rural has been posted on National Single Window Portal, and Customs officers can look upon E-Customs data processing system (E-Customs) and do not require businesses to submit paper documents.
The General Department of Vietnam Customs has requested Hai Phong Customs Department to check the Company’s complaint and consider the responsibility of Customs officers in carrying out Custom clearance for shipments of Ngan Ha Company and other shipments to handle procedures in accordance with provisions of the law.
Previously, Ngan Ha commercial Joint Stock Company reported to the Ministry of Finance and General Department of Vietnam Customs) that although the company submitted full information, the company’s shipments subject to specialized inspections which are taken to persevere were lately cleared by some of Customs officers under Hai Phong Customs Branches.
Regarding the above problems, talking with the correspondent of Customs Newspaper on 25 September 2017, the Deputy Director of Hai Phong Customs Department Nguyen Kien Giang said that the Department had urgently implemented the direction of the General Department of Vietnam Customs. The Department carried out a quick review and determined initial reason that when the specialized management agency (the Ministry of Agriculture and Rural Development) approved the results and submitted to National Single Window Portal, However, the Portal had not yet had the function to directly transfer information to Customs branches where opening declaration, so these Branches had difficulty in supervising and updating the results of shipments subject to specialized inspections.

On the same day, a Customs officer of Customs IT and Statistics Department (under the General Department of Vietnam Customs) said that Customs Branches were provided accounts to look up the results of specialized inspections of the Ministry of Agriculture and Rural Development via NSW. When looking up the results, Customs officers who were assigned to use the account at the Customs Branches can access via E-Customs and see full license results.
