Ha Noi Customs controls commodities with high risk oforigin fraud

Head of Customs Control and Supervision Division (Ha Noi Customs Department), Dang Hoang Diep, said that customs units have focused on the control and prevention of fraud in origin and labelling of goods during customs procedures for import and export goods. Accordingly, customs branches have paid attention to Vietnamese goods that were warned by the US, EU and Canada of being athigh risk of tax, affecting the production of legitimate enterprises in the country and national prestige.

According to Mr. Dang Hoang Diep, besides the assignment of specific targets to customs branches, thedevelopment of specific plans, control of specialized operations and heightened vigilance, Ha Noi Customs Department has assigned its customs branches to develop the list of targeted enterprises and send monthly reports on assessing import and export activities to the department, thereby building a list of targeted enterprises of the department to set up criteria for channel classification for inspection and warning on the risk management system.

Along with the implementation of the plan in each specializedoperation, the department has closely coordinated with its units, the Online Customs Supervision under the General Department of Vietnam Customs and local departments to inspect consignments suspected of counterfeiting origin and labels of goods.

According to Hanoi Customs Department’s report, in September 2019, the department inspected fivecases at Hoa Lac Customs Department and Yen Vien International Railway Station Customs Branch, and discovered some cases of falsely declared trademarks, quantity and types of goods, additional tax amount and fined an administrative violation of nearly VND15 million.

To actively prevent violations on goods fraud, Mr. Do Hoang Diep said that the information on commodities and enterprises athigh risk is very important, especially in the context of pressures on trade facilitation that require customs authorities tocarry out customs clearance procedures quickly.

“Warnings should be provided promptly and updated regularly to customs officers during their task performance, ensuring strict management requirements but also facilitating trade,"Diep said.

The Hanoi Customs Department has proposed the General Department of Vietnam Customs to publish a list of commodities that are subject to trade remedies, high-risk ofavoiding trade remedies, overcapacity production industries provided by the Ministry of Industry and Trade so that the Department has a basis to closely inspect, supervise and control.

The Hanoi Customs Department has actively prevented commercial fraud and law violations in management in general.

As of September 2019, the Hanoi Customs Department detected and handled 623 cases of smuggling, including 19 drug-related cases. They fined 594 customs offences with a total amount of VND48.4 billion.Theydetected and seized 141.13kg of rhino horn and 16,581kg of ivory.

The Hanoi Customs Department has implemented two projects – controlling smuggling and illegal transportation of wildlife products and combating smuggling and illegal transportation of cigars under its management. As a result, it seized 141.13 kg of rhino horn; 16,581kg of ivory; and 10,375 cigars. Theyprosecuted a South African who transported 14.2kg of rhino horn.

From now to the end of the year, the Hanoi Customs Department has set up a plan to fight smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2019; strengthen the fight against smuggling, production and trading of goods with counterfeit Vietnamese labels and origin; continue to implement the following plans –focusing on controllingimports of used machinery, equipment and technological lines; supervising and controlling the import and export of goods to bonded warehouses and implementing the planon controlling illegal import and export ofpre-substances through the department; patrolling and preventing drugs at NoiBai International Airport Customs Branch; Express Delivery Customs Branch; and implementing the General Department of Vietnam Customs' plan on strengthening the control of drugs and pre-substances.
