Director General of Customs General Nguyen Van Can said the General Department of Customs has always paid attention and promoted the personnel organization and inspection of performance of public duties, rules and disciplines by many guiding documents.
However, the further reform and improvement of the customs operational efficiency requires the Customs sector to strengthen the performance of public duties, administrative rules and disciplines and personnel organization.
Mr. Can said that the training conference on personnel organization and inspection of performance of public duties, rules and disciplines in the Customs sector was to unify in implementation and is for units in the whole sector to exchange experiences, analyse and evaluate and clarify inappropriate regulations and promote effective regulations.
Accordingly, the conference focused on discussing experiences in these fields; the General Department of Customs listened to comments and would amend the regulations on personnel organization and inspections in line with reality, the General Director said.

According to the Director of Personnel and Organization Department, the apparatus organization has been reformed in a streamlined, effective and efficient manner. Functions and tasks of customs unit have been clearly defined, meeting the heavy task ahead and requirements on reform and modernization in the future.
Personnel organization has been focused in all aspects by the Customs sector, human resources have been improved in qualifications and skills, meeting the requirements of reform and modernization. The inspection, examination, disciplines have been focused and strengthened, contributing to completing political tasks and especially combating against smuggling and trade fraud, ensuring state revenue.
The apparatus organization of the Customs sector has met the requirements of state management over customs in the areas where import and export goods have arisen, prevention of smuggling and trade fraud on the borders, and met the requirements of centralized management, electronic clearance system and the requirements of processes and operations in each stage.
Especially in the training and retraining of cadres, the General Department of Customs has annually developed and issued a training and retraining plan as a basis for training and retraining its affiliated units. The training contents have been renewed and updated in line with new policies, regimes and procedures. The quality of training has met the requirements and duties of the sector.

At the conference, leaders of units under the General Department of Customs and the directors of the provincial and municipal Customs Departments gave comments on personnel planning; appointment and re-appointment of leaders; rotation of work positions, mobilization according to task requirements; training and retraining for civil servants; assessment of civil servant capacity; payroll management, recruitment of contract employees.
Restructuring the apparatus toward a streamlined manner, improving and meeting the management requirements for each customs department, the General Department of Customs has established eight Customs branches to meet workload requirements; dissolved thirteen divisions under departments, two Customs branches and thirty three divisions and equivalent units under the Customs departments (reducing 40 units).
Regarding team level under customs branches, customs enforcement team and equivalent unit, in 2018, the General Department of Customs reviewed and reduced 239 units and arranged teams in accordance with regulations.
Currently, the General Department of Customs is arranging, streamlining, improving the effectiveness and efficiency of public non-business units under the General Department and three non-business units under the General Department.
