Taking the initiative in grasping situation

In the plan, the General Department of Vietnam Customs has requested units to promote propaganda on the mass media and advise people not to join, collude and cover up the smuggling, trade fraud, counterfeit goods, low-quality goods and illegally transport goods across border gates, especially in the end of 2018 and before, during and after the Lunar New Year 2019.

According to the General Department of Vietnam Customs, the smuggling, trade fraud, counterfeit goods and illegal transportation of goods across border gates in the Lunar New Year 2019 is forecasted to be complicated due to the high demand on consumer goods of people.

Especially, the demand on items such as gold, foreign currency, mobile phones, consumer electronics, cosmetics, pharmaceuticals, liquor, beer, confectionery, soft drinks, refined sugar, food and etc.

In order to actively grasp the actual situation and promptly and effectively prevent violations of law, the General Department of Vietnam Customs issued the plan for fight against smuggling, trade fraud, counterfeit goods, illegal transportation of goods across border gates before, during and after the Lunar New Year 2019 (from 1st December 2018 to 28th February 2019).

Accordingly, the General Department of Vietnam Customs will strictly comply with requirements of the Government, the National Steering Committee 389, and the Ministry of Finance on fight against smuggling, trade fraud, counterfeit goods, and illegal transportation of goods across border gates before, during and after the Lunar New Year 2019.

At the same time, intensifying the patrol and control to promptly detect, prevent and handle individuals smuggling and illegally transporting goods across border gates. “Focusing on closely controlling for banned goods and goods affecting security, social safety; counterfeit goods, low-quality goods, conditional import goods, goods in high tax rate and consumer goods in the Lunar New Year such as weapons, drugs, petroleum products, materials, firecrackers, wildlife, mobile phones, garments, cosmetics, pharmaceuticals, , liquor, beer, cigarettes, confectionery, food, livestock and poultry "- The General Department of Customs’s plan said.

Preventing the backlog of goods

In order for effective implementation, the leader of General Department of Vietnam Customs has requested attached and subordinate units to intensify the requirements and assign key tasks to their units; actively assign forces and human resource, specialized means and uniformly implement customs control measures for performance.

Particularly, units should strengthen the information collection, grasp of situation, patrol and control in land border gates, border-gate economic zones, sites for goods gathering near border gates, international seaports and river ports, international civil aviation ports, post offices, international expressways, international railways and other sites under Customs control areas; Strictly control imported and exported goods and luggage of passengers on entry or exit.

At the same time, identifying targeted areas and routes and predicting offences that many arise to take measures for prevention, actively assign forces and applying methods to inspect, supervise, detect, arrest and handle offences.

Assigning specific tasks to units in each field and specialized procedure to actively inspect and closely supervise imported and exported goods; promoting the patrol, control, prevention of smuggling and illegal transportation across border gates at the management areas. Effectively implementing Customs clearance and release and preventing the backlog of goods at border gates at the end of 2018 and before, during, after the Lunar New Year 2019.

According to the latest statistics from the General Department of Vietnam Customs, in November 2018, the whole Customs sector led, coordinated, detected, arrested and handled 1,430 Customs offences with a total value of estimated infringing goods of over VND 208.79 billion and total State revenue of VND 19.89 billion. The Customs prosecuted 2 criminal cases and transferred 18 cases to the other agency for prosecution. There are many banned goods are seized such as drugs, military guns, pangolin scales and shark fin...

From the begging of the year to the end of November 2018, the Customs sector has led coordinated, detected, arrested and handled 15,539 Customs offences; collected VND 306.93 billion from fines and handling of infringing goods. The Customs issued 62 decisions on criminal prosecution and transferred 99 offences to the other agencies for prosecution.
