VCN – General Department of Vietnam Customs has issued a document for guiding provincial Customs Department when implementing transferring procedure of diplomatic vehicles in the case that vehicle’s production year is over 5 years at the time of conducting transfer.
Accordingly, at the time of car transfer, if the periodical inspection certificate is within the validity period, the owner shall not have to certify technical requirements for circulation. Owners are responsible to submit a scan of the inspection certificate
At the time of car transfer, if the periodical inspection certificate of a motor vehicle for compliance with technical safety and environmental protection requirements is expired, the owners shall take the car to a Motor Vehicle Registration Center for inspection to be granted certificates of technical safety and environmental protection inspection in accordance with regulations.
Previously, in Clause 2, Article 1 of the Prime Minister's Decision No. 10/2018 / QD-TTg (regulations on temporary import and re-export, destruction and transfer of automobiles and motorbikes of the subjects that are entitled to privileges and immunities in Vietnam) stipulate conditions related to the transfer of vehicles in cases where at the time of transfer the vehicles are over five years after the production date. In particular, the vehicles are certified of meeting all technical requirements for circulation.
In order to implement this Decision, the General Department of Vietnam Customs has developed a draft Circular amending and supplementing Circular 19/2014/TT-BTC. The above guidance of the General Department of Vietnam Customs shall be valid in the time of waiting for the promulgation of Circular 19/2014/TT-BTC and effective for implementation.
