Amending 3 circulars on fees and charges in the agriculture

VCN – The Ministry of Finance has completed a draft circular amending and supplementing some articles of Circular No. 231/2016/TT-BTC stipulating the collecting rates, regimes of collection, remittance, management and use of fees in the plant protection; Circular No. 285/2016/TT-BTC prescribing the collecting rates, regimes of collection, remittance, management and use of fees and charges in the veterinary field and Circular No. 286/2016/TT-BTC prescribing collecting rates, regimes of collection, remittance, management and use of fees for appraisal and management of food safety and quality in the agriculture.

Particularly, the draft stipulates: The Phytosanitary Inspection Branch Region I is allowed to keep 40% of collected fees and pay 60% of the collected fees to the State budget. The Phytosanitary Inspection Branch Region II is allowed to keep 20% of the collected fees and pay 80% of the collected fees to the State Budget. The Phytosanitary Inspection Branch Region VI and VII are allowed to keep 65% of the collected fees and pay 35% of the collected fees to the State Budget. The Phytosanitary Inspection Branch Region III, IV, V, IX and Plant Protection Department are allowed to keep 95% of the collected fees and pay 5% of collected fees to the State budget. The draft Circular amends and supplements clause 1 of article 6 of Circular 286. Accordingly, the units in charge of fee collection are the National Agro-Forestry-Fisheries Quality Assurance Department (NAFIQAD) ; NAFIQAD- Southern Central Region Branches and Reference Testing and Agrifood Quality Consultancy Centre (RETAQ).

With this regulation, NAFIQAD – Branch 1 and Branch 3 are allowed to keep 75% of the collected fees and pay 25% of the collected fees to the State Budget. NAFIQAD- Branch 4 and Branch 5 are allowed to keep 65% of the collected fees and pay 35% of the collected fees to the State budget.
