Reporting at the online conference of the Government with local governments, the Minister of Planning and Investment, Mr. Nguyen Chi Dung said that: “Ministries have simultaneously implemented the assigned tasks in Resolution 35.
Specifically, the Ministry of Finance has conducted 13 of 13 assigned tasks, completed 1 task about reviewing road toll fees and reported to the Prime Minister on 4 tasks. Separately, the task about resolving for untied tax of enterprises which has been submitted to the Prime Minister but has not yet received approval by the National Assembly.
The Ministry of Planning and Investment deployed 11 of 11 tasks that focus on supporting small and medium-sized enterprises, encourage entrepreneurship and innovation. The Ministry has completed two tasks, many other tasks have been institutionalized in the content of the draft law on supporting small and medium-sized enterprises which were submitted to the National Assembly in the last session.
The Ministry of Industry and Trade has completed 2 of 9 tasks of the development of domestic markets and border trade markets project; commercial development strategy in the country. The remaining tasks are continuing to deploy.
The State Bank has actively implemented 5 of 10 tasks, and achieved good results in credit for enterprises. However, there is one assigned task unfinished which is about support mechanisms for developing the micro economic model.
Other Ministries such as the Ministry of Science and Technology has deployed 4 of 8 tasks, the Ministry of Construction completed 2 of 8 tasks, the Ministry of Natural Resources and Environment completed 2 of 9 assigned tasks, etc.
Local People’s Committees also actively organized dialogue, a hotline, and facilitated for enterprises. However, due to inconsistency, many solutions haven’t been implemented effectively since the Resolution was published. So it hasn’t been promoted strongly enough.
Minister Nguyen Chi Dung said that, in 2016, it is forecasted that the economy will still have many difficulties, the State budget is limited in every passing day so the investment, and facilitates business environment will accelerate disbursement which results in growth and competitiveness. In particular, it needs to focus on the urgent tasks such as cost reduction, seriously implement inspections and raise awareness of leaders, etc.
