It is directed by the General Department of Vietnam Customs on the strengthening of inspection for precursor chemicals imports and exports.
According to the Standing Office of the National Committee for Prevention and Combat of Drugs and Prostitution, currently, synthetic drugs produced by precursor chemicals of drugs crimes in Vietnam and neighboring countries has complicatedly taken place. Offenders have taken advantage of weak management, inspection, and supervision of competent agencies to use precursor chemicals for the production of various types of synthetic drugs in large scale.
For Customs field, offenders take advantage of policies of facilitating exports and imports and business models of investments such as processing, export production, temporary import for re-export, transshipment, and transit to illegally trade and transport precursor chemicals into Vietnam or other countries for consumption.
In the past times, the Anti-Smuggling and Investigation Department, municipal and provincial Customs Departments detected and arrested cases related to illegally import, export and transport of precursor chemicals for medicine and industry. Some of methods and tricks are used by offenders such as the false declaration of goods’ name, quantities, and categories; without a license, revolving license or sending in the form of gifts or donations to transport via express delivery.
Regarding the above situations, the General Department of Vietnam Customs requested units to strictly implement the Politburo’s Directive 21 on strengthening guidance and direction of prevention and combat drugs in the new situation.
Municipal and provincial Customs Departments need to direct operational units to strictly implement the stages of receiving dossier, Customs declaration, and physical inspection, and closely inspect and supervise for imported and exported precursor chemicals in the list of drugs and precursor issued by the Government.
Specifically, all types of imported or exported precursor chemicals must have licenses. The number of licenses, agency issuing the license, name, chemical composition, code, characteristics and utility of precursor chemicals must be declared fully, accurately and clearly in the Customs declaration.
The specialized units of Customs Enforcement and Anti-drug Enforcement, teams and officers assigned to prevent and combat drugs need to strengthen the inspection and supervision for businesses trading, investment, processing, export production related to precursor chemicals imports and exports.

When detecting cases with the sign of violation in this field, units must closely investigate and verify, create dossier and specifically review and assess each case to handle administrative violation or transfer to competent agencies for settlement as per regulations.
The Anti-Smuggling and Investigation Department need to direct the specialized units of Customs Enforcement and Anti-drug Enforcement to strengthen measures of Customs inspection, drugs control and gather and analysis information, investigate and verify individuals and businesses related to precursor chemicals imports and exports.
