The Ministry of Industry and Trade (MOIT) issued Decision No 5107/QD-BCT on regulating the framework of electricity prices from thermal and hydro power plants in 2017, according to which, the ceiling price level (without VAT) of coal-fired thermal plant is calculated by parameters of fuel used for power generation and the ceiling price level (without Royalties, forest environmental service fees and VAT) of hydro power plants is 1,070 dong/kWh.
The parameters used for price calculation are: Type of coal used (coal dust 6a.1, quality and technical requirements for coal dust 6a.1 are defined in National Standard TCVN 8910 : 2015); the price of coal (including losses, management fees, insurance, not including freight) is 1,301,665 VND / ton.
The framework of electricity prices attached to this Decision takes effect from January 01, 2017.
