It is known that the increase of target is implemented by the General Department of Vietnam Customs under the direction of Minister Dinh Tien Dung in Official Letter No. 11651/BTC-NSNN dated 31 August 2017 on the implementation of Finance-State budget tasks in the last months of 2017.
In addition, the increase of target is also based on the assessment of State revenue in 2017 and the State revenue collection in the first 8 months of 2017 by the General Department of Vietnam Customs (until 31 August 2017, revenues collected by the Customs sector reached 191,971 billion VND, equivalent to 67.4 % of the estimate).
In order to reach this target, besides providing solutions to implement the revenue collection task in the last months of the year, the General Department of Vietnam Customs has allocated more targets to each Customs Department.
The revenue targets of some Customs Departments have been significantly increased compared to the estimate. Specifically, Ho Chi Minh City Customs Department has increased 10,000 billion VND, Ha Noi Customs Department has increased 3,600 billion VND, Bac Ninh Customs has increased 2,250 billion VND, Khanh Hoa has increased 1,225 billion VND and Dong Nai has increased 1,600 billion VND.

In addition, the General Department has requested leaders of municipal and provincial Customs Departments to base on the revenue target in 2017 allocated by the leader of the General Department and the revenue collection in the first 8 months of 2017 to allocated target to Customs Branches in line with the ability of each unit.
