VCN- Ho Chi Minh City Customs Department has issued a document to request leaders of units under its management to enhance the political ideology education for cadres and civil servants and compliance with discipline and rule in performing public service.

Accordingly, Ho Chi Minh City Customs Department has requested leaders of units to publicize for cadres and civil servants to strictly comply with 3-no rules as follow: Do not want to implement negative acts, cannot implement negative acts and do not dare to implement negative acts.
Along with that, regularly monitoring and grasping situation and ideology of cadres and civil servants to promptly understand their legitimate concern and aspiration, and preventing problems of “self-evolution” and “self-transformation” internally, contributing to improving the effectiveness of performance of the assigned task. At the same time, inspecting and supervising to prevent and promptly remind and correct the signs of negative acts, harassment, and strictly handling for violations of discipline and rule.
Ho Chi Minh City Customs Department also assigned the Inspection and Audit Division to develop a plan and effectively implement the internal inspections and actively apply operational measures and gather information from service organizations, Customs agents, and receive and process hot information and enhance the effectiveness of control of public service operation via camera system. Promptly propose to strictly punish violations of regulations on behavior and communication of Customs sector.
The Personnel and Organization Division was assigned to chair and coordinate with the leaders of units to actively implement the training for cadres and civil servants to develop professional civil servants and practice skills on handling Customs procedures quickly and easily as per regulations. In addition, applying measures to survey and monitor the situation and proposing Director for the decision, assignment, and transfer of work when detecting civil servants have a sign of violation of discipline and rule and not assigning work to these civil servants in sensitive working positions which easily arise negative acts and troubles.

The Supervision and Management Division has responsibility for effectively advising and implementing, and monitoring, summarizing and reporting on the implementation of regulations on duty and online supervision, contributing to prevention, detection and prompt settlement for violations of Customs Law and correction of violations of implementing procedures, complying with discipline and causing harassment and negative acts.
Previously, Party Executive Committee of HCM City Customs Department issued Directive No.05-CT/DU dated August 24, 2017, on enhancing the political ideology education and compliance with discipline and rule in performing public service.
