According to the latest of Ha Noi Tax Department, until 30 September, 2017, the total State revenue collected by the Department was 133,464 billion VND, reaching 71.1% of the estimate and an increase of 12.1% compared to the same period in 2016. In order to achieve this result, from the beginning of the year, the department has drastically deployed solutions for revenue collection and tax management and modernization of revenue payment and collection. It has promoted administrative reform and Tax modernization and strongly applied information technology in all procedures and steps in the process of managing and ensuring the transparency, publicity and fairness. On the other hand, the Department has focused on managing and urging to recover tax debts and reduce new tax debts.
Notably, in order to enhance tax debt management and in line with provisions of the Law on Tax management, processes of Tax debt management and enforcement, the Department regularly grasp production and business, listen to and collect information from taxpayers. In the remaining months of the year, the leader of Ha Noi Tax Department has continuously organized dialogues with business at Ba Dinh Tax Branch, Thanh Xuan Tax Branch etc. With the open and frank spirit, all questions related to the implementation of Tax policies in production and business of enterprises such as e-invoice, tax refund, new tax policies and obstacles in implementing tax procedures have been specifically answered and guided.
Mr. Mac Quoc Anh, Secretary General of the Hanoi Association Small and Medium Enterprises highly appreciated the effort of Tax Department in listening and removing difficulties for businesses especially businesses facing with difficulties in capital resource for reinvestment for production. These dialogues were the chances for businesses and Tax authority to understand and share and remove difficulties.
From complaints of businesses, Ha Noi Tax Department has focused on reviewing and standardizing database and accurately classifying amount of tax debts under results of the analysis of the financial situation, cash flow of tax debtors (especially debts of less than 90 days) to take measures to effectively recovery tax debts. Thereby, encouraging and persuading enterprises to have a plan to allocate capital to maintain production and business and pay tax debts. For businesses delaying in paying tax debts, the Department will resolutely apply measures to urge and enforce, especially, measures of account enforcement for tax debtors subject to the enforcement and measures of the announcement of invoices that are no longer valid for tax debtors which have been enforced on account but have not paid the tax debts.

The task of revenue collection in the last months of 2017 will still face challenges due to certain difficulties in production and business of some sectors and business lines. According to Ha Noi Customs Department, from now to the end of the year, Tax units in the area will continuously organize dialogues and appoint tax officers to the businesses to guide declaration and listen and support businesses to fulfil the tax obligation with the State.
In addition, Ha Noi Tax Department will perform synchronously and effectively the tasks and solutions of revenue collection to ensure accurate, full and prompt collection. The Department will continue to strongly apply information technology in audit and inspection and anti-tax losses and well coordinate with local department, sectors and agencies in tax managing an urge to recover tax debts and increase revenue and prevent losses in State revenue.
Especially, the Department will promote the application of information technology toward public service under the management related to businesses and people at level 3 and 4 in line with The Government’s Resolutions and well implement measures and resolutions to support the development of enterprises and taxpayers.
