VCN - The Ministry of Finance has just issued Circular No. 64/2017 / TT-BTC guiding the exemption from nationality fees, civil status fees, and residence registration fees for the residents permitted in accordance with the provisions of the Agreement between the Government of Vietnam and the Laos Government on solving problem on liberal migrants and married persons out of wedlock in the border areas of the two countries in carrying out the procedures on nationality, civil status and residence registration and other documents related to personal identity.

Accordingly, the regulated entities are those who are permitted to reside by the Vietnamese authorities including: liberal migrants in the Vietnam or Laos border areas from 1985 and earlier; liberal migrants in the Vietnam or Laos border areas from 1986 to July 8, 2013, who comply with the law of the country of residence, do not violate the criminal law, have a stable life, have houses, fixed assets, land for cultivation in the country of residence, are not being wanted or being executed according to the law of the country of origin; and married persons out of wedlock after marriage registration in accordance with the law of each country, who wish to apply for residence permit in the territory of the Socialist Republic of Vietnam.
Liberal migrants in the two countries' border areas from 1986 and July 8, 2013, who are not eligible for returning Laos but are accepted by Vietnam are also exempted from the fees.

This Circular shall take effect on August 15, 2017, and be expired when the agreement terminates. This Circular replaces Circular No. 93/2014/TT-BTC of the Minister of Finance guiding the exemption from nationality fees, civil status fees and residence registration fees for residents permitted under the provisions of the Agreement on procedures for nationality, civil status and residence registration and other documents related to personal identity.
