On 3rd January 2017, speaking to a reporter of the Customs Newspaper on the charges of infrastructure, public services and buildings at Hai Phong port, Ms. Mai Thanh Phuong, an employee of a large Customs agent at Hai Phong port said that enterprises were facing difficulties with this new charge.
Ms. Mai Thanh Phuong said that on 3rd January 2016, her enterprise conducted Customs procedures for 20 of 25 declarations, with a charge of 500,000 vnd per container and a total amount of 12.5 million vnd. Therefore, on average, her enterprise had to spend hundreds of millions vnd to pay these charges.
"Although at the end of the month, we will settle this amount of charges for the manufacturing enterprises, hundreds of millions vnd may make us find it very difficult to operate as well as manufacturing enterprises with new charges", Ms. Mai Thanh Phuong said.
According to the understanding of the reporter, on many forums on Customs procedures, many members are expressing annoyance when facing up with new charges to be paid to import and export goods through Hai Phong port.
As the Customs Newspaper reported, from 1st January 2017, Hai Phong collected fees and charges of infrastructure, public services and buildings at Hai Phong port in line with Resolution 148/2016/NQ-Hai Phong People's Council and guidelines of Hai Phong People's Committee.
A new point in Resolution 148 compared to the previous regulations was to add more charges related to exports and imports through Hai Phong port. Accordingly, exports and imports will be subject to a fee of 250,000 vnd for a 20-feet container and 500,000 vnd for a 40-feet container; and a fee of 20,000 vnd per ton for dry bulk or liquid bulk.
Meanwhile, the rate of fees and charges on temporarily imported goods for re-export, goods in bonded warehouse, goods in transit, and goods transferred from a border gate to another still remained according to the rate of 2016 (the fee and charge collection for imported and exported goods at Hai Phong port was implemented from late 2013).
