VCN- In 2017, the Customs has deployed many solutions to develop the Customs- Business partnership, in which the solutions to assist law enforcement are deployed with many effective and diversified methods such as issuing leaflets, organizing dialogues, receiving and solving obstacles, training businesses and deploying public service.

Some local Customs units have implemented many effective methods on law propaganda such as; giving leaflets to passengers on entry and exit, Lao Cai border residents on the list of goods traded or exchanged, leaflets guiding procedures for ships and boats arriving in ports, introducing the Unit and major policies on Tax, Customs in many languages in Dong Nai.
Municipal and provincial Customs Departments have coordinated with mass media, radio, and television in developing regular columns on law propaganda for businesses and people such as: “People ask - leader of administrative agency answer” program on Dak Lak radio and television; Seminar “Binh Duong-Potential, advantage of logistics development and Customs’ role” held by Binh Duong Customs in collaboration with Viet Nam Logistics Review; “Dong Nai Customs accompany with business” column on Dong Nai Newspaper, Binh Thuan Newspaper; “Providing policy information” column on FM of Dong Nai television.

The Customs Newspaper has posted thousands of articles (printed in newspapers and posted on online newspapers in Vietnamese and English) propagating Customs law and a series of special articles on Tax debt recovery, National Single Window, ASEAN Single Window, the scheme on enhancing the quality of specialized inspection for import and export goods, and Customs modernization and reform. Especially, the Customs Newspaper has consulted and answered questions related to the law according to Decision 4260/QĐ-TCHQ dated 7th December 2016 of the General Department of Vietnam Customs. After one year of implementation, the consultant team has coordinated with the subordinate units of the GDVC to answer hundreds of questions submitted by readers.
In addition, the organization of business dialogues have regularly been focused by Customs units upon answering questions from the business community based on the registration form of declarants and taxpayers.
In 2017, the entire Customs sector has organized 89 regular dialogues with Customs declarants and Tax payers.
The receipt and solving of obstacles were implemented in a timely fashion by the Customs sector. As of 15th November 2017, the unit in charge of receiving and returning results of the Customs sector, received and transferred 4,486 dossiers to units under the GDVC to handle under the National Single Window, of which 2,002 dossiers were directly received at Single Window unit and 2,484 dossiers were received via postal service.
The VNACCS/VCIS system and satellite IT system have stably operated 24/7 and received and processed over 59,700 dossiers of administrative procedures with the participation of more than 10,000 individuals and businesses.
Especially, in 2017, the entire Customs sector implemented diversified support activities with businesses. Local Customs units regularly met and cooperated with large businesses, business associations and branches in their areas and neighboring areas, to know difficulties and shortcomings and propose solutions to remove obstacles in carrying out Customs procedures and call for enterprises to carry out procedures in Customs units such as; Nghe An, Hai Phong, Binh Duong, Dong Nai, Lang Son, Quang Ninh, Quang Binh. Also, Ho Chi Minh City Customs visited and worked at 30 business premises to promptly remove difficulties and shortcomings and publicized new legal documents and regulations. They also organized a conference, “Business community and Customs agencies are reliable partners and companions for development". Thereby it received and answered 86 questions of all fields.
Particularly, the support for AEO was implemented by a regime of specialized management. After each business was recognized as an AEO, it was managed and regularly supported in the implementation of legal documents (under form of telephone, email, and direct contact or by official letter) by a Customs officer who was assigned by Post Clearance Audit Department. To the present day, 64 businesses were certified as AEOs and complied well with the law. In 2017, the Vietnam Rubber Group was suspended from AEO regime because it no longer met conditions of turnover.
