VCN- On 28th March, the General Department of Vietnam Customs (GDVC) held a conference to collect comments from enterprises on draft Circular on inspection and verification of goods origin. This is the last collection before submitting to the Ministry of Finance for promulgation, expected in April 2018.

The representative of Customs and Control Supervision Department (under the GDVC) said that the draft Circular has 24 articles. It includes contents related to provisions on submission of certificate of origin of imported and exported goods; Goods subject to be submitted C/O; Goods not subject to be submitted C/O; the deadline for submitting the C/O of imported goods; and dossier requesting for advance verification of C/O.
Also, the draft Circular provides contents related to the inspection and verification of exported goods origin such as inspection and verification of goods origin; the verification procedures at the agency issuing the C/O; the inspection procedure at premises of export production; handling inspection and verification results at the agency issuing the C/O and at premises of export production.
Some other key contents are also provided in the draft Circular, including subtracting the C/O for goods which are taken from bonded warehouse inland; Inspection of C/O for goods which have changed the use purpose from goods subject to tax exemption to taxable goods and registered many declarations for 1 shipment; procedures for verification of goods origin.

VCN- The Government has issued Decree specifying the Law on Trade on the origin of goods.
The contents in the draft Circular were discussed by drafting units and enterprises’ representatives. For example, the deadline for submitting C/O, some representatives proposed that the drafting unit needs to specify the reason for the C/O that must be submitted at the time of carrying out Customs procedures and the other C/O that must be submitted at the other time. The representative of the Customs and Control Supervision Department specifically explained each content for questions from enterprises.
